ØAble to facilitate trainings, meetings and workshops at all level.
ØExcellent interpersonal, communications and coordination skill to work effectively in multi cultural settings with a wide variety of stakeholders.
ØProficiency in Ms Office Package.

  I. Contract Information

II. Background
 
Right Based Education for Dalits Youth in Nepal is a five year project funded by Stromme Foundation, Nepal. It is designed to intervene the three major thematic area :
a) Community Empowerment and Samvad Kendra,
b) Livelihood promotion through Income Generation Activities and Small Business promotion,
c) Advocacy and Lobbying.
 
 
This programme is being implemented in 2 VDCs of Rupandehi district, namely; Bishunpura and Kamariya and 5 VDCs of Nawalparasi district namely; Paklihawa, Germi, Guthisuryapura, Bedauli and Narsahi targeting adolescent girls and boys from Dalit and marginalized families.
 
III. Objective of the Samvad Project Officer position
 
The ultimate objective of Project Officer is to assist the overall management and implementation of the project on a day-to-day basis, including training and administrative support of field activities to achieve the project's outcomes within the set timescale and available budget.
 
IV. Basic Responsibilities:
 
The Samvad Project Officer is responsible for planning, implementation and monitoring of all components of the Samvad project, day-to-day monitoring and supervision of field level activities and regular backstopping to facilitators, motivators, animators, adolescent girls and boys, SST and other community peoples from Dalit, Janajati and marginalized communities. S/He works closely with project team under the direct supervision of Project Coordinator.
 
V. Key tasks and responsibilities:
 
A) Develop, implement and follow up of plan, by laws and manuals
B) Programme management & administrative responsibility
C) Assessment, planning and implementation support
D) Capacity building, strengthening advocacy and lobbying
E) Monitoring, Documentation and Reporting(80% field visit in each month)
 
A) Develop, implement and follow up of plan, by laws and manuals:
Ø Compliance with ABC Nepal’s policies and guidelines (Human Resource Policy, Financial Policy, Do not Harm  Policy, Administrative Policy etc), Detail Implementation Plan (DIP) and other specific policies related to the programme;
Ø Plan and facilitate SAMVAD Assessment as per guideline and prepare the report based on the findings of the assessment;
Ø Ensure Samvad Kendra Development Plan, Revolving Fund Policy, Adolescent groups' by laws/constitution, micro-enterprise development plan, business plan and advocacy plan are in place and developed participatory approach;
Ø Ensure that Samvad Kendra Development Plan, SHG development plan, family development plan are linked and in line with government local  authorities’ plan and planning process;
Ø Support to develop action point/commitment plan in SKs and to implement them at communities level to address different social and economic issues related to adolescents;
Ø Develop and execution of regular work plans, annual plans of action and budgets for the assigned district on the basis of Project's details implementation plan and budget and submit to project leader through project coordinator for final approval;
Ø Contribute to develop/review School improvement Plan (SIP) to make it adolescents' friendly;
Ø Ensure right based development approach at all levels;
 
B. Programme management & administrative responsibility :
Ø The Samvad Project Officer works together with Project Coordinator (PC) and responsible for all aspects of the programme for assigned district and ensure that the expected outputs and outcomes are achieved in the district;
Ø Orient the subordinate staffs on project related matter with required guidance and regular follow up the involvement the Capacity Building and Monitoring Facilitators and Capacity Building Motivators in field level intervention/activities as per the project requirements and ensure their daily engagement in SAMVAD Kendra's supervision, Demo, and applying corrective measures as per need.
Ø Develop own monthly work plan, SK visit/monitoring Plan, SK Demo Plan, time sheet and collect similar plan of subordinates and share with Project Coordinator with compilation,
Ø Establish linkage, coordination and collaboration with DDC, DADO, DTO, DEO, Self-help Development Center, DLSO, DSCIO, DIO, WCDO, VDC, I/NGOs, Women Cell and other stakeholders for holistic implementation of project and synergy development at all level;
Ø Encourage and facilitate Adolescent Groups, and community peoples from deprived communities  to identify opportunities and services at the local and district level;
Ø Build strong relationship with local schools in order to ensure that Samvad Kendra graduates are enrolled in school and their education is continued.
Ø Support in animators and facilitators recruitment process.
Ø Develop SST ToR, participate and facilitate their meetings;
Ø Identify trainers/training institutions for skills trainings, select participants for that and follow up IGA trainings and IGA done by beneficiaries/adolescents;
Ø Contribute to a broad dialogue with other actors on matters relevant for the promotion of interrelationship between duty bearer and right holders;
Ø Support to target communities/groups for integration of community based plans and their effective implementation;
Ø Play pro-active role to accomplish the assignment as per the annual plan and project targets in time; and
Ø Immediate supervision and backstopping of Capacity Building and Monitoring Facilitator, Capacity Building Motivator and Animators.
 
C.  Assessment, Planning and Implementation Support
ØContribute as a team member to the overall program planning, implementation and monitoring in line with action plan applicable to project for efficient and effective functioning of the program;
ØBuild relationship with local stakeholders such as: VDCs, Local Schools, Adolescent Groups, Youth Clubs, existing CBOs/SHGs/community peoples (parents of adolescent) and ensuring local people are involved in local level planning process;
ØDevelop strategic plan and conduct capacity building activities for Adolescent Groups, Youth Clubs and existing CBOs/SHGs/other groups who are involved to address various development needs of deprived community peoples;
ØEnsure that project is well communicated to target population and their access to project intervention and input supports as well;
ØSupport Project orientation at VDC and District level to ensure proper introduction and communication of project's interventions, its approaches, strategies, targeting and opportunities for the deprived adolescent and their families;
ØSupport and ensure that all Adolescent groups, Youth Clubs and existing CBOs/SHG, etc have prepared scheme wise (advocacy, enterprise development, IGA promotion, revolving fund mobilization, etc) implementation plan and assessed periodically for further improvement;
ØMake sure that VDC, DDC, other service providers/stakeholders prioritize and make technical and financial contribution for the implementation community level schemes/plan and support to increase their ownership;
ØConduct bottom up and participatory planning process incorporating adolescents and peoples from deprived communities and interlink with VDCs’ planning process;
Ø Lead the situation analysis and periodic plan review process of Adolescent/Youth Groups and take action  for improvement as required;
ØSupport to organize project review, reflection and planning meetings, cluster workshops at VDC and District level;
ØSupport to Develop the criteria and select the potential IGAs/ micro enterprises for adolescents and SHG members;
ØDevelop micro-enterprise development plan and business plan to initiate promising IGA/micro-enterprise;
ØConduct at least 7 Samvad sessions in a month together with Animators, Capacity Building and Monitoring Facilitator and Capacity Building Motivator (it doesn't reflect the numbers of SAMVAD Kendra to be visited);
ØLead to Adolescents/Youths groups' assessment process for revolving fund support and its effective mobilization based on their revolving fund policy.
 
D. Capacity building, strengthening advocacy and lobbying:
ØSupport and ensure proper application and follow of right based development approach especially in social mobilization process and institutional development aspects of sustainable community structure;
ØAdvocacy and lobbying for addressing the issues of Dalits Adolescents/Youths;
ØAdolescent group formation and mobilization or linkup the SK graduated adolescent girls and SK participating girls in different community structure gradually;
ØProvide facilitation support to sustainable community structures to identify the issues, develop plan and organize advocacy and lobbying campaigns for addressing issues themselves; and other capacity building activities to address the various development needs;
ØStrengthen the social mobilization process being focused on process rather than being activities oriented;
ØTake lead to appropriate action to make communities people aware about the SAMVAD Program;
ØLead to orient the SST, parents of adolescents, community peoples and existing SHG/CBOs about their common  understanding and expectation as targeted by Samvad programme;
ØBe proactive to strengthen coordination and collaboration with DDC, DADO, DTO, DEO, Self-help Development Center, DLSO, DSCIO, DIO, WCDO, VDC, I/NGOs, Women Cooperatives, etc to establish linkages with Adolescent Groups, Youth Clubs, etc  for input support (technical/material services) for the sustainability and better outcome of the project;.
ØStrengthen programme and procedures which have an explicit orientation towards benefiting socially and economically disadvantage adolescents and their families;
ØEstablish horizontal and vertical linkage and coordination between all component of project;
ØEnsure socially and economically deprived adolescent girls and their families have equal access on local resource and orient the deprived adolescents for local resources mobilization;  
ØOrganize social awareness raising campaign against different social/economical issues of adolescents and their families through mobilization of SK/adolescent groups/youth clubs and existing groups at all level; and
ØBackstopping the animators for Samvad Operation, SST, parents and community peoples and support to facilitate the joint interaction meeting and exposure for the consolidation project outcomes.
 
E. Monitoring, documentation and reporting:
Ø Regular monitoring of all SAMVAD Centers, other field level intervention and reflection of project’s progress, achievements and outcomes on multidimensional aspect of community development against the logical framework in line with Project Document;
Ø Ensure that all necessary documents (Saving and credit mobilization record/data register, meeting register, development plan, work plan, records of groups initiatives, etc) properly maintained and updated at community level;
Ø Conduct regular visit and monitoring of the implemented plans, policy, by laws, guideline to ensure its social and technical quality and provide appropriate feedback and suggestions to adolescent groups, community peoples, and community groups working in advocacy and lobby;
Ø Updating MIS data base, PME, Self Esteem Survey report (monthly, bimonthly, quarterly and annually) with high quality products.
Ø Support in proper documentation of lessons, best practices, case studies etc. and share with central office, funding organization and concerned stakeholders as and when required even after regular management.
 
 VI.Required kills, experience and competencies:
Ø Dedicated and committed to goal of the project and technical expertise to make project more effective and sustainable;
Ø A bachelor degree in any areas and at least 3 years management experience on planning implementation and M&E of development projects in the field of Youth Empowerment;
Ø Broad experience from field level to central level with diversity community and organization (NGOs/INGOs/ GOs) of Nepal;
Ø Strong managerial skills, results-orientation, team-building and leadership skills;
Ø Decisiveness, independence, good judgment, ability to work under pressure;
Ø Excellent networking and partnering competencies and negotiating skills;
Ø Ability to use information technology as a tool and resource;
Ø Fluency in written and spoken English will be an asset; and
Ø Demonstrable skills in office computer use - word processing, spread sheets, etc.
